By adopting the perspective of a mediation practitioner, the author of this paper touts the utility of diaspora populations in facilitating peace processes. The case studies he uses to buttress his argument include 1) the interaction that occurred between the Lao Hmong diaspora and the government in Laos, and 2) the dialogue developed between the Papua diaspora and the Indonesian government.
