This paper examines Pakistan’s ongoing struggle to formulate and implement policies that effectively target powerful, militant Saudi-backed Islamist groups. As the text’s author sees it, recent attacks by the groups were designed to aggravate existing quarrels over policies that exist between Pakistan’s government and its military and intelligence communities. Meanwhile, despite the potential risks to its infrastructure investments, China continues to accommodate Pakistan’s ambivalence towards militants.
