This publication analyzes the United States’ approach to combatting terrorism since 9/11. A key finding is that the US's global war on terror is not only continuing, it has also become increasingly difficult to end. What began as a secret war on terrorism during the Bush era is now firmly established policy in Washington, both legally and institutionally. US counterterrorism methods include detentions, targeted killings and surveillance. While European governments strongly condemned these methods in the early years of the global war on terror, such criticism has now largely ceased with serious consequences for human and civil rights as well as governance in the US.
