This discussion paper argues that the US’ two terms on the UN Human Rights Council (UNHRC) have improved the body’s performance in several ways. Indeed, the UNHRC has 1) strengthened its commitment to country-level action; 2) helped fortify norms that underpin fundamental freedoms and assist at-risk populations; 3) rebalanced its human rights agenda; and 4) built momentum for the defense of civil society. U.S. membership has not, however, remedied all of the UNHRC’s chronic ills, including its standing animus against Israel. Here’s what the US might do to resolve these problems.
