This article contends that on the global stage today, everyone is taking risks at the strategic and diplomatic levels, betting on the potential of possible benefits. The problem is that unpredictability feeds unpredictability. Indeed, the text’s author contends the globe’s nations are engaged in a game of strategic and diplomatic chance where outcomes are difficult to sustain and even harder to forecast.
