This paper examines the emergence of informal intergovernmental institutions – including the G20 and Arctic Council – and the potentially negative impact they might have on small states. According to the text’s author, the best option for the latter nations is to engage actively with these informal bodies, but ideally via coalitions that can exercise their influence on specific issues.
