Do Russia and China have reasons to cooperate economically in the Arctic? To answer this question, this text reviews 1) China’s Arctic policy since 2010; 2) Russia’s strategic interests in the region and why it might want to cooperate with Beijing; and 3) recent developments in Chinese–Russian strategic relations and energy cooperation, both in general and in the Arctic in particular. After rigorously investigating these topics, the paper's authors nevertheless conclude that the answer to the above question remains murky.
