This report explores the documents produced by the so-called Islamic State and its predecessor to evaluate the make-up, scale and scope of the foreign fighter problem in Syria and Iraq over the last 10 years. More specifically, the text’s authors focus on 1) the backgrounds of the foreign combatants; 2) their ebb and flows, travel routes and methods; and 3) the changing preferences of the fighters, as reflected by the roles they want to play within their chosen group.
