This paper analyses the complex nature of domestic terrorism in Egypt and the el-Sisi regime’s response to it. Given that there are multiple terrorist groups operating throughout the country, the government has opted to 1) target terrorists directly, 2) disrupt their recruiting efforts, and 3) tackle the broader issue of religious-political radicalism. These steps, unfortunately, have been only partly effective. In response, the Egyptian regime should additionally create a national counterterrorism council, expand the Interior Ministry’s capabilities, secure additional funding from Europe and the US, and expand its intelligence cooperation.
