This paper contextualizes the unresolved territorial conflicts listed in its title, to include their geopolitical and local implications. It also argues that the conditions for “constructive conflict regulation” in these areas have deteriorated since 2014. One reason why is that Russia, although it continues to instrumentalize all four conflicts for its own ends, isn’t in full control of their dynamics. So, what should EU members do? Apparently, they should pursue a “nuanced policy of conflict regulation” that takes into account local conditions.
