This report argues that despite widespread recognition that the only way of ending the Taliban insurgency in Afghanistan is a negotiated settlement, the understanding of the Taliban’s thinking on the subject is remarkably scant. In response, the text’s authors attempt to fill this gap by drawing on face-to-face interviews with Taliban foot soldiers, field commanders and supporters to find out 1) why they are fighting; 2) what issues are negotiable; 3) whether or not they have faith in negotiation as a way to peace; 4) what a peace process might look like, and more.
