This report argues that the only remaining path to 1) protect South Sudan's sovereignty, territorial integrity and legitimacy, and 2) politically empower the country’s citizens is for the UN and African Union (AU) to establish an international transitional administration that would run the infant state’s affairs for 10-15 years. During this period, the transitional body would provide basic governance and public services, rebuild the country’s shattered economy, and establish the political and constitutional foundations that would facilitate a final transition towards full sovereignty.
