This report examines the intersection of two significant trends affecting the regional dynamics of the Horn of Africa. The first is Ethiopia’s a political transition, which has been led since 2018 by Prime Minister Abiy Ahmed and offers the prospect of significant reforms as well as economic and political risks. The second is Saudi Arabia and the UAE’s more assertive approach to regional security around the Arabian Peninsula—notable in terms of the countries’ ongoing armed intervention in Yemen and the as yet unresolved diplomatic rift with Qatar.
