This brief argues that territorial insurgencies in Russia and the North Caucasus Region have transformed into violent Islamist movements and pushed Caucasians to join ISIS and al Qaeda, as illustrated by the recent St Petersburg Metro bombing. The text’s author further claims that India needs to take appropriate measures in Kashmir if it hopes to prevent a similar process from occurring there.
