This paper examines ASEAN’s interaction with NGOs, CSOs and grassroots groups and suggests ways to improve their mutual cooperation. To improve existing “engagement practices,” the text’s author specifically recommends using an NGO Matrix that assess the compatibility of ASEAN with “viable” NGOs. The trade-off, of course, would be accepting the limited transparency of many NGOs in the interests of promoting equitable and inclusive communities throughout the ASEAN region.
