According to this brief, the answer to the above question is that there are lots of impediments to acquiring critical technologies through Transfers of Technology (ToT). After all, 1) nations develop defense systems that are adapted to their home environment, which may not be transferable; 2) ToT can skew price structures; and 3) the definition of a ‘critical technology’ remains unresolved. Given these problems, the text’s author believes it’s time to reevaluate India’s Defence Procurement Policy, and perhaps even revise it.
