How will an August 2016 data leak about India’s Scorpene class submarines impact its submarine construction program? Also, is it a coincidence that the leak appeared in the Australian press, given that Canberra recently awarded the same foreign company that builds Scorpenes a contract to build 12 next-generation submarines for its own navy?
