This publication analyzes the debate about the UN-backed International Commission against Impunity in Guatemala (CICIG), which may be discontinued in 2019. The report also assesses the commission’s contributions to crime reduction in the country. It bases its evaluation on original statistical analysis of crime data in Guatemala and similar Latin American countries, as well as on qualitative data. The text's authors' main finding is that CICIG has indeed helped cut the country’s murder rate.
