This publication contends that a perfect storm is expediting the consolidation of a Eurasian bloc around China, Russia and a Germany-led EU, and highlights this by focusing on events in July 2020. The author contends that the gravity of the ongoing COVID-19 crisis – mainly with regard to Europe’s economic situation and China’s rivalry with the US – requires a response. Of the three actors, China and Russia are ready to move fast, including in recognition of how the three are dependent on each other. However, the author suggests that while the EU is cognizant of the situation, there is a question over whether Europeans will muster the resolve to act decisively in good time.
