This report argues that Western countries, including the US, need to design and implement a mutual strategy that will 1) preserve the legitimacy of the international democratic order; 2) constrain Russia’s ability to challenge the security of the West; and 3) still preserve channels of cooperation with Moscow on issues of mutual interest.
