As negotiations for a joint China-ASEAN Code of Conduct continue, this study explores opportunities for the coordinated development of new measures to prevent future disruptive maritime incidents in the region. More specifically, the text’s three sections examine 1) the existing Code for Unplanned Encounters at Sea (CUES) framework; 2) prospects for expanding the CUES, particularly with regards maritime law enforcement and irregular forces; and 3) ongoing efforts to promote navigational safety and risk reduction in regional waters.
