This publication lays out the potential benefits of the Gulf Cooperation Council (GCC) countries creating a joint Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) system. To buttress his argument, the text’s author highlights 1) the increasing significance of C4ISR systems and joint ISR; 2) the recent technological shifts effecting C4ISR capabilities; and 3) some of the best practices in the ISR domain, including the sharing of data and knowledge.
