Madkhali-Salafis, or Madkhalis for short, are followers of an ultra-conservative Sunni Muslim doctrine who have gained significant influence across Libya, including in key armed groups and religious institutions. This publication examines this development and its implications for the region. The text’s authors contend that although the Madkhalis helped fight ISIS and provide security, their rise is divisive and could complicate efforts to resolve the Libyan conflict. They conclude that actors working towards a political solution to the conflict should ensure that rebuilt security forces are politically neutral. Further, these actors should secure a pledge from the Madkhalis to respect pluralism.
