In this paper, Niklas Bremberg analyzes how three regional intergovernmental organizations (IGOs) in Europe with a security mandate—the EU, the OSCE and NATO—are responding to climate-related security risks. Bremberg’s findings suggest that all three IGOs are engaging with climate-related security risks to varying degrees, but none of them see climate security as part of their core mandate. Further, while the EU and the OSCE are actively seeking to incorporate climate security in their peace and security promotion activities, NATO’s efforts currently remain limited to disaster response.
