DCAF is an international foundation whose mission is to assist the international community in pursuing good governance and reform of the security sector by developing and promoting appropriate norms at international and national levels. In order to commemorate its tenth anniversary, the center publishes a series of studies under a project called "Horizon 2015". DCAF Horizon 2015 Working Papers seek to build on the solid conceptual and analytical Security Sector Reform / Security Sector Governance base achieved so far and then focus on how this base can be further developed and complemented in order to cope with the new trends and challenges posed by a globalizing world.
