This chapter is concerned with the complex relationship between national security and human rights. On the one hand, a certain level of security – generally understood as freedom from risks and dangers – is needed so that human rights can be guaranteed. On the other hand, national security needs are often invoked as a justification for policies that directly violate human rights.
