Towards Hydropolitical Cooperation in the Nile Basin

Assessment of Joint Integrated Water Resources Projects between Sudan and Ethiopia to Transform Conflicts

This publication focuses on the possibility of cooperation between Sudan and Ethiopia and the benefits and risks of integrated win-win projects on water resource management between the two countries. The 15 Ethiopian and 15 Sudanese experts interviewed in the paper described a lack of funding as one of the key challenges to joint projects, while mentioning better relations, trade, and transport as the main benefits of such water development projects between the two countries. One of the main conclusions of the paper is that Sudan and Ethiopia can enhance cooperation through shared step-by-step projects. Ethiopia could be regarded as the main provider of hydropower, while Sudan could be seen as the main provider of agriculture and marketing.
