This book is the result of a March 2006 workshop of policymakers, think-tank analysts and academics convened at Chatham House in London. The book analyzes the structure and impact of the European Security Strategy (ESS). The authors discuss both the policy priorities of the European Union, as well as the effectiveness of the EU in devising and implementing its foreign and security policies. The book explains that while an integrated EU approach to foreign policymaking has been partially lost or delayed, with the stalemate on the Constitutional proposals, there remains enormous pressure on the institutions in Brussels to further adapt to the changing priorities of the international system.
