This study provides a comprehensive analysis of ombuds institutions and their relevance for francophone armed forces in sub-Saharan Africa. In particular, the text’s authors discuss 1) the activities and role of ombuds institutions; 2) the factors that may facilitate or hinder their creation and operation; 3) the need to vest them with the power and authority that’s needed to deal with armed forces 4) how to improve the effectiveness of existing ombuds institutions while also tapping into the knowledge they provide.
