This paper examines the expanding role of private military and security companies (PMSCs) and provides a comprehensive framework that policy makers might use to develop or update laws that regulate the PMSC Industry. The paper additionally analyzes the regulatory challenges surrounding PMSCs, which includes 1) outlining permitted and prohibited practices; 2) identifying PMSC obligations; 3) establishing relevant monitoring authorities and mechanisms; 4) instituting necessary licensing and registration procedures; and 5) ensuring PMSC accountability.
