This Alert evaluates Azerbaijan’s political and economic status, the future of its democratization agenda, and the trajectory of its foreign policy. The text’s authors ultimately conclude that low oil prices and Turkey’s political turmoil will nudge the authoritarian Aliyev regime towards consolidating its power and tilt its policy preferences towards Russia.
