This Alert reflects on whether and especially how the EU’s new Coordinated Annual Review on Defence (CARD) can change the way defense cooperation operates in Europe. If effectively done, the initial CARD proposals, which are due in June 2017, could facilitate the EU Global Strategy’s call for the “gradual synchronisation and mutual adaptation of national defence planning cycles and capability development practices.”
