This paper examines the role that the Mauritius government played in establishing economic relations with China. It focuses on the government’s ability to convince China to locate an economic and trade co-operation zone (ETC) on the island, despite a host of obstacles (size and resource-scarcity), on terms which meet the country’s development aims.
