In an attempt to synthesize approaches undertaken by member states in response to perceived cyber threats, the EU has launched a joint framework, the Cyber Diplomacy Toolbox (CDT). In response, this article looks at 1) some of the inherent difficulties that face attempts to manage cyber threats; 2) lessons learned from other sanctions regimes which might prove helpful in the development of an EU cyber sanctions framework; and 3) the importance and influence that the EU framework might wield on the global stage.
