The paper discusses the limitations of the IAEA regarding its nonproliferation function. It takes the Iran nuclear issue as an example to point out limitations of the IAEA nonproliferation implementation process and to identify their sources. It argues that the IAEA should try to strengthen its role and the status of the IAEA in the non-proliferation area. To this end it is important to resolve four interrelated issues: (1) the balance between non-proliferation and peaceful use; (2) double-standards; (3) IAEA dependence on Security Council power and (4) IAEA relations with big powers like the US.
