This paper takes a critical look at the Global Partnership for Effective Development Cooperation. It assesses progress, trends and challenges that have emerged in the year since the Fourth High Level Forum held in Busan, while further examining the Global Partnership through the lens of accountability, inclusive participation and political effectiveness, and analyzes whether improvements have been made from the previous co-ordinating structure of the Working Party on Aid Effectiveness. The author further discusses the monitoring framework, indicators and the governance mechanism put into place, highlighting perspectives from Africa, South Africa and other emerging economies.
