This article analyzes the evolution of Brazil’s diplomacy in relation to the UN and the search for global norms regarding Responsibility to Protect (RtoP). As Brazil wants to gain a seat on the UN Security Council, it has demonstrated its effective engagement in peace operations. This has led to a change in Brazilian diplomatic discourse from principles of non-intervention to those of ‘non-indifference’, such the new concept of ‘Responsibility while Protecting’ (RwP). The article examines RwP and attempts to see whether it is an innovation or a replication of RtoP.
