This paper shows the extent to which Senegalese foreign policy changed under the administration of President Abdoulaye Wade from 2000 to 2012. It examines the trend of personalization in the foreign policy of Senegal, the effects of greater levels of intervention by the executive, and the domestic and international political backdrop in which the policy changes took place. The paper concludes that Senegal’s foreign policy shows a degree of institutional continuity that goes beyond temporary domestic and foreign political dynamics and interests.
