This paper assesses the EU response to the 2011 uprisings in the Middle East and North Africa. The author argues that, having failed to view the uprisings as part of a larger power shift, EU policy has not incorporated the strategic foresight required to anchor Europe’s position in future relations with the region. The paper concludes by offering a set of policy recommendations for the reformulation of EU policies toward the Southern Mediterranean.
