The author of this paper considers states as structural contexts within which political actors formulate socioeconomic policies and pursue strategies for political, economic and social development. The paper draws lessons from the Mauritian experience relevant to trade policymaking in Africa and develops a new understanding of the engagement of African countries in the international political economy.
