This brief suggests a strategy for the West to pursue during the Geneva II peace talks on the crisis in Syria. The authors argue that a limited intervention - such as arming the rebels or introducing no-fly zones - is likely to encourage escalation on both sides, deepen the civil war, and accelerate spillover to the wider region. They then set out an alternative strategy for deescalation.
