This brief analyzes how the nature of President Putin’s power has changed in his third presidential term, and lays out what this means for Europe in terms of its relations with Russia. In particular, the author argues that as Putin's political support and Russia’s economic power are shrinking, the EU must prepare for a post-Putin Russia and a possible regime change.
