This paper examines the management of oil revenues in South Sudan since the Comprehensive Peace Agreement in 2005. It argues that, as in many low-income countries, the benefits from the oil sector have been reaped mainly by a small number of people who control the government or have links to powerful people in the government. The author believes that the interests of the "ordinary" South Sudanese have been largely ignored and that they are still waiting for the benefits of oil extraction in this nearly two-year old country.
