This paper proposes an alternative mineral prospecting and mining rights allocation system to the former first-in, first-assessed (FIFA) principle, as outlined in the Mineral and Petroleum Resources Development Act of 2002. The author first outlines the advantages and disadvantages of competitive resource allocation systems, and then discusses some of the prerequisites needed to ensure the best-possible allocation practice.
