This paper argues that Mozambique’s modern foreign policy can be divided into three distinct phases -- 1) liberation and civil war, 2) consolidation and 'normalization', and 3) attracting foreign direct investment. What makes Mozambique's case particularly interesting is that in each phase it was (and remains) successful in developing its diplomatic relations. And the reason for its success? It lives up to a simple mantra -- "making more friends, promoting more partnerships."
