This paper considers how South Africa's attempts to reorient its economy towards a low carbon growth model might impact both the country and the rest of the African continent. The problem for Pretoria, of course, is that pursuing 'green' policies is one thing while the eradication of poverty and unemployment is another. Since the latter problems can only be addressed through the maintenance of industrial systems that contribute to greenhouse gas emissions, South Africa will remain a polluter for the foreseeable future.
