This paper examines the environmental licensing process of the oil and gas industry in Mozambique highlighting its weaknesses. The author suggests that these weaknesses exist in the process's environmental impact assessments, in its compliance with the approved environmental management plans, and in the lack of transparency and follow-up after the granting of licenses. He then lays out a number of proposals on how to improve the process, which he says would not require legislative changes within the country.
