Has the AU upheld its commitment to promote democracy in Africa, particularly when it comes to the monitoring of elections? This paper argues that the results have been mixed. The AU has raised electoral awareness and mildly pressured states to embrace democratic reforms, but it has shied away from stopping the various tricks used by incumbents to reelect themselves. Yes, the AU’s institutional architecture and norms are partially to blame for this stubborn problem.
