This book presents a compendium of the official documents generated by all EU institutional actors in preparation for the December 2013 European Council’s debate on defense, as well as the conclusions adopted by the EU Heads of State and Government as a result. The authors argue that this compilation of analytical and policy papers amounts to the most systematic survey of European defense in ten years.
