This commentary examines defense budgets across the world by region with a special emphasis on the decreasing levels of defense spending in Europe. The author argues that the cuts in defense spending in Europe could reach a "Maginot Line", at which point the question becomes not only about losing a given military capability, but also about the capacity to develop that capability in the future.
